Dr. Ryoko Matsuno (General Manager) is responsible for
the operation of the LRI Chemical Regulatory Consulting Unit. Her
expertise includes the regulation of toxic chemicals in international
law, EU and English/Welsh law. With her
Japanese language and cultural background, she is directly responsible
for liaison with Japanese exporters to the EU. She has a PhD in
Environmental Law from University of Kent at Canterbury, UK. Before
joining LRI, she worked in several organizations where she was involved
mainly in issues related to toxic chemicals.
Dr. Terence A. Cooper (Senior Chemicals Advisor) holds
a PhD in Physical Organic Chemistry from Oxford University and an MBA
from Drexel University in the United States. He has worked in the
fields of polymer chemistry, materials technology, and
materials-related market development for 38 years. He spent 16 years as
a research associate with the Elastomer Chemicals, Polymer Products and
Finishes departments at DuPont and eight years as manager of adhesives
and sealants R&D, New Polymers R&D and Worldwide Styrene
Quality with ARCO Chemical. Present areas of major involvement include
water-soluble, biodegradable and bio-based materials, polymer blends
and compatibilisation, sustainable packaging, fuel cells, recycling
technology, and polymeric light-scattering systems for advanced display
screens.
Richard Carlson (Business Development Manager) is responsible for various business development and commercial roles within the Chemical Regulatory Consulting unit, including client and government liaison, and negotiation with consortium members and collaborators. Richard holds an MA from the School of Oriental and African Studies, University of London, and a Bachelors degree in History and English Literature from the University of Victoria in Canada.
Kazuko Masuda (Information Systems and Data Management
Manager) is responsible for LRI's data management, information systems
and documentation development relating to REACH. She holds a Bachelor
of Science degree in Chemistry from Gakushuin University in Japan and a
Masters degree in Library and Information Science from the University
of Tsukuba in Japan. She has worked as an information systems
development engineer at the Bank of Japan and is the author of numerous
published reports and articles for various policy centres and
government departments. Prior to joining LRI, she was an information
services lecturer at Otsuma Women's University and Tsurumi University.
The operation of the LRI Chemical is supervised directly by Teruhiko
Tsumura, Managing Director of London Research International. He has
over 20 years of experience as project manager, and has represented the
Japanese Government at international conferences sponsored by the World
Bank, the OECD and other international organizations.
